Beside having an engaged moderator, I think maybe having a somewhat formalized process of pointing the use of common fallacies would help. If you have good descriptions of these fallacies that you can link people to, you could take the first step in demanding that they exclude such things from their arguments. Also, pushing people to actually find evidence instead of spouting broad unfounded claims would help.<BR/><BR/>With lots of work by somebody, discussions could be both about substantive issues and tutorials on well reasoned debates. Big job! But it would take a lot of work. (As it is, I'm about a month behind on categorizing my <I>own</I> archives!) One major advantage of decentralized approaches, like wikis, is that they spread out the workload, making it much more manageable.
