Im unsure what you mean here? Are you saying you dont think that 40% dont have breakfast?
I expect they mean to claim that on any given day, 40% of schoolkids skipped breakfast.That's quite different from claiming that, for 40% of schoolkids, those kids go to school each and every day without breakfast.
